Needs Assessment & Program Development: Define requirements based on current and anticipated needs. This includes space programming, functional requirements, and preliminary operational considerations.
Feasibility Studies & Due Diligence: Analyze potential sites, assess existing conditions, identify major constraints (environmental, historical, geotechnical, utility), and determine overall project viability.
Conceptual Budgeting & Cost Estimating: Develop early planning ROM level project estimates and budgets. Manage more detailed cost estimates as project is defined.
Funding Strategy & Application Support: Assist in identifying potential grant opportunities (state, federal), bond measures, or other funding mechanisms, and helping to prepare the necessary project descriptions and cost breakdowns for applications.
Project Delivery Method (PDM) Selection: Consider Design-Bid-Build, Design-Build, CM at Risk, etc., and recommend the most suitable PDM for the specific project, risk tolerance, and available resources.
Pre-Qualification & Procurement Strategy: Develop criteria for selecting design consultants and contractors, prepare RFQs/RFPs, and advise on the overall procurement process to ensure compliance and best value.
Environmental review coordination: Manage consultants to work through CEQA and other environmental requirements.

Develop Procurement Documents: Work with all required stakeholders, including legal, finance, and councils to develop all procurement documents including: requests for qualifications (RFQ) and proposals (RFP), scopes of work and contract requirements, evaluation criteria and worksheets, evaluation reports and recommendations for award.
Market outreach : Solicit strong market interest from aggressive outreach and wide distribution of solicitations to ensure competitive pricing of proposals.
Procurement process: Manage request for information (RFI) process, and evaluation reviews against predetermined criteria with all stakeholders. Coordinate as needed with legal and finance departments. Manage discussions with offerors and additional rounds of proposals as needed.
Award: summarize evaluations with recommendation report, manage contract negotiations, and assist with contract award.

Consultant Team Management: Act as the primary point of contact for architects, engineers, and other specialty consultants.
Design Review & Oversight: Review all design deliverables, ensuring proposed solution progression aligns with the program, budget, schedule, and quality expectations. Facilitate reviews by stakeholders with architect and engineering teams.
Regulatory & Permitting Coordination: Facilitate necessary approvals with local, state, and federal agencies as needed.
Public & Stakeholder Engagement Support: Facilitate communicating project progress and gathering input from community members and other stakeholders. For larger projects, manage public relations offices.

Contract Administration: Manage prime contracts (with designers and contractors), facilitate RFI and submittal reviews, review pay applications & change order requests, and ensure contractual compliance.
Schedule & Progress Monitoring: Track project timelines, identifying potential delays, and implement mitigation strategies.
Budget Control & Cost Management: Continuous monitoring of project expenditures against the budget, providing regular financial reports, and ensuring cost efficiencies.
Quality Assurance: Monitor construction quality to ensure adherence to requirements.
Risk Management: Proactively identify potential project risks (technical, financial, contractual, safety) and develop strategies to mitigate them.
Issue & Dispute Resolution: Facilitate resolution of conflicts or technical issues.

Commissioning: Work with designer, construction manager and/or commissioning agent to oversee commissioning and review results.
Punch List Oversight: Ensure all work is completed to satisfaction and systems are properly tested. Work with design and construction teams to close out punch list as quickly as possible.
Warranty Management: Track and assist with resolution of warranty issues.
Documentation & Record Keeping: Ensure complete project closeout documentation with all operations and maintenance (O&M) documents.
